Budget Analyst
 The Great Lakes St. Lawrence Seaway Development Corporation is seeking a Budget Analyst to manage the full range of review and analysis functions in the formulation, presentation, and execution of budgetary appropriations within the Office of Administration in Massena, New York. The ideal candidate must possess expert knowledge of budget processes, policies, and regulations to ensure that all financial projections and submissions strictly conform to agency guidelines and organizational objectives.

- Â Budget Formulation & Execution: Direct the full range of budget functions, including the formulation, presentation, and execution of complex budgetary accounts. Monitor fund status and ensure the accurate allocation of resources in alignment with organizational priorities.Â
- Â Strategic Financial Advisory: Act as a primary liaison and strategic partner to program offices and senior leadership. Provide guidance on all budget and allocation matters.Â
- Â Advanced Analytics & Performance Review: Conduct trend and comparative analyses to evaluate workload, contract awards, and long-term project performance. Utilize financial systems to extract data and develop automated cost-reporting tools that facilitate data-driven management decisions.Â
- Â Compliance & Policy Interpretation: Review and interpret broad financial directives and regulatory guidance to ensure all spending requests and allocations comply with established laws. Exercise initiative to implement improved budgeting methods and internal controls.Â
- Â Collaborative Reporting & Troubleshooting: Coordinate across organizational subdivisions to complete comprehensive performance and accountability reports. Serve as a technical point of contact for staff, providing advice on routine to complex financial management issues and system troubleshooting.Â
Qualifications:
-  GS-11 Level Experience or Education: One year of specialized experience at the GS-09 level in budget development and execution, including acting as a liaison to program offices; alternatively, candidates may qualify with a Ph.D. or three years of progressively higher-level graduate education. •
- GS-12 Level Experience: One year of specialized experience at the GS-11 level that includes independently formulating complex organizational budgets, designing automated tracking systems, and providing in-depth financial trend analysis to senior management.Â
- Â Combined Qualifications: For the GS-11 level, a combination of post-baccalaureate education and specialized experience may be used to meet the requirements, provided both are fully documented.Â
- Â Technical Proficiency: Regardless of the grade level, candidates must demonstrate a thorough knowledge of budget processes, policies, and regulations to ensure financial submissions align with organizational objectives.
